On September 14, 2026, the Scientific Council of Mingachevir State University held its first meeting for the 2026/2027 academic year.

Opening the meeting with an introductory speech, Rector of Mingachevir State University Anar Eminov spoke about the results of the 2025/2026 academic year, the work accomplished across the university’s main activity areas, and the results achieved during the past academic year. He drew attention to the main issues and priority tasks ahead for the 2026/2027 academic year. On the occasion of the start of the new academic year, he wished success to the university’s academic and administrative staff, undergraduate students, and master’s students.

The Rector stated that further improving the quality of education, updating the educational process in line with modern requirements, strengthening scientific research and innovation activities, expanding international cooperation opportunities, and increasing management efficiency are among the university’s main directions of activity. He emphasized the importance of carrying out the set tasks in accordance with the university’s strategic development goals, strengthening coordination between structural units, and organizing activities based on the principle of result-orientedness.

In accordance with the meeting agenda, the Scientific Council’s action plan for the 2026/2027 academic year was presented. It was noted that the main objective of the action plan is to increase the efficiency of teaching, scientific research, innovation, international cooperation, and management activities at the university, improve the quality of education, and ensure control over the execution of the university’s strategic development goals.

The action plan highlighted the main directions of the Scientific Council’s activities during the new academic year, the issues planned for discussion, the tasks facing the university’s individual operational fields, and control mechanisms for their implementation. Following the discussions and listening to the opinions and proposals of the Council members, the Scientific Council’s action plan for the 2026/2027 academic year was approved.

The readiness of Mingachevir State University for the 2026/2027 academic year was also thoroughly reviewed at the meeting. Within this framework, the academic calendar, the teaching workload of the faculty, class schedules, and the condition of the material and technical support for the educational process were discussed. Attention was drawn to the tasks ahead regarding the efficient and systematic organization of the educational process in the new academic year, the purposeful use of existing resources, the improvement of educational quality indicators, and the provision of a favorable academic environment for students.

The results of student admission for the 2026/2027 academic year and the analysis of admission indicators by specialization also held an important place on the Scientific Council’s agenda. Admission results across the university were reviewed, indicators by individual majors were analyzed, and an exchange of views took place regarding the current situation.

Furthermore, the action plans of the university’s structural units, faculties, and departments for the 2026/2027 academic year were discussed, and the key tasks facing the new academic year were identified. Aligning the activities of structural units with the university’s overall strategic development goals, strengthening inter-departmental coordination, and systematically tracking the implementation of planned activities were noted as key directions.

After discussing the main agenda items, the Scientific Council considered current matters.

Within the framework of current issues, the matter of raising a petition to award the academic title of Associate Professor to Kamala Eyyubova, an employee of the university’s Department of Power Engineering, was discussed.

In order to strengthen the institutional foundations of scientific research activities at the university, draft regulations for the Research Institute of Sustainable Energy and Engineering Systems as well as the Research Institute of Digital Economy and Regional Development were brought up for discussion.

To expand internationalization and academic mobility, the council reviewed the coverage of expenses for students who won the competition under the “Orkhun Exchange Program” for the fall semester of the 2026/2027 academic year, as well as awarding the “Rector’s Honorary Scholarship” to the winning students within the program framework.

To efficiently organize academic mobility processes, recognize students’ learning outcomes, and determine academic compatibility, the creation of an Equivalence Commission for course recognition and academic compatibility was also discussed.

The Scientific Council considered important issues regarding the improvement of educational content and aligning it with modern labor market requirements. Curriculum plans prepared for new majors were discussed and approved. At the same time, the adaptation of existing curricula to modern labor market requirements was reviewed, and the relevant curriculum plans were approved.

The establishment of a working group to open new majors at the university was also considered. The importance of taking into account modern labor market demands and prospective development directions when determining new majors was emphasized.

Social support and incentive mechanisms were also a focus of the meeting. The issue of paying non-salary, incentive-based financial assistance to staff members provided for in the staffing schedule was reviewed.

In addition, within the framework of the university’s social responsibility approach, the payment of tuition fees and credit debts of martyr family members by the university was discussed to provide them with social support.

To encourage high student performance, the matter of awarding a one-time monetary prize to students admitted to Mingachevir State University with admission scores of 500–600 or higher was also considered.

Current issues also included matters related to the organization of academic and structural management at the university. Issues regarding the confirmation of the Dean of the Faculty of Mathematics and Information Technology and the Head of the Department of Power Engineering were brought up for discussion.

Members of the Scientific Council exchanged views on the agenda items and voiced their relevant proposals and opinions.

At the end of the meeting, relevant decisions were adopted on the discussed issues, and appropriate instructions were given to relevant structural units regarding the execution of tasks for the 2026/2027 academic year, the realization of targets specified in action plans, and ensuring control over the implementation process.
