Inclusive Education Center

Inclusive education is one of the pressing issues of our time. According to official statistics in Azerbaijan, approximately 72,000 children with disabilities are registered; however, only about one quarter of them are able to access education in one form or another. Ensuring their inclusion in education and providing them with appropriate care and support is one of the key responsibilities of the education system.

Taking into account the existing academic programs of the department, it is important to organize trainings for students in the field of inclusive education under the coordination of the Center, as well as to actively participate in the organization of inclusive education within the university. Although these individuals are under state care, they continuously require moral, psychological, and physical support.

By cooperating with various inclusion-oriented centers currently operating in Azerbaijan, our main objective is to ensure that the “Inclusive Education Center” becomes beneficial for children and young people, contributing to their development and well-being.

  1. General Provisions

1.1.  The Inclusive Education Center (hereinafter referred to as the “Center”) operating under the Department of Pedagogy and Psychology of Mingachevir State University is a public-based structural unit that ensures the successful participation of students with disabilities and special educational needs in academic and social life. The Center provides training and support services tailored to students’ individual characteristics and promotes their academic and social development.

1.2.  The Center operates in accordance with the normative legal acts that are part of the legislation of the Republic of Azerbaijan, the Constitution of the Republic of Azerbaijan, the regulations of the Ministry of Science and Education of the Republic of Azerbaijan, the Charter of MSU, as well as the decisions and instructions of the university administration and this Statute.

1.3.  In carrying out its duties and exercising its rights, the Center cooperates with structural units of MSU, as well as state and local self-government bodies, legal and physical persons, and non-political and non-governmental organizations.

  1. Areas of Activity of the Center

2.1. The main areas of activity of the Center are as follows:

2.1.1. To organize regular training sessions, seminars, and professional meetings related to inclusive education.

2.2.2. To develop individualized education plans for students with disabilities, adapt teaching methods to their needs, and provide psychological support services.

2.2.3. To prepare textbooks, teaching materials, and other resources based on inclusive education principles.

2.2.4. To organize social events, cultural activities, and integration programs, and support the development of students’ social skills.

2.2.5. To promote the development of new methods in inclusive education and encourage scientific research in this field.

2.2.6. To educate students with creative abilities in the spirit of patriotism, respect for history, and cultural values.

2.2.7. To ensure that students with disabilities acquire essential life skills and knowledge necessary for becoming highly qualified specialists.

  1. Rights of the Center

3.1. The Center has the following rights to fulfill its responsibilities:

3.1.1. To operate independently in its field and develop strategic plans.

3.1.2. To conduct research in inclusive education, develop new methods and approaches, and prepare plans for improving the educational process.

3.1.3. To provide individualized education and psychological support services to students with disabilities and special needs.

3.1.4. To support students in educational and social integration processes and develop programs tailored to their needs.

3.1.5. To adapt university curricula for students with disabilities and organize teaching using inclusive methodologies.

3.1.6. To organize training sessions and seminars for teachers on inclusive education and support their professional development.

3.1.7. To obtain and utilize necessary resources (equipment, teaching materials, library resources, etc.) for academic and social activities.

3.1.8. To cooperate with other universities, educational institutions, and state and non-state organizations and implement joint projects.

3.1.9. To establish relations with international educational organizations and explore cooperation opportunities in inclusive education.

3.1.10. To develop and disseminate methodological materials, textbooks, curricula, and other resources for inclusive education implementation.

3.1.11. To involve psychologists and other specialists to provide psychological support and address students’ social issues.

3.1.12. To monitor students’ social, emotional, and academic development and help them overcome barriers they face.

  1. Responsibilities of the Center

4.1. The main responsibilities of the Center include:

4.1.1. To analyze and improve the implementation of the inclusive education model.

4.1.2. To prepare methodological guidelines and materials related to inclusion.

4.1.3. To provide individual support services to students and implement measures to overcome academic difficulties.

4.1.4. To conduct scientific research in inclusive education and develop relevant teaching materials.

4.1.5. To cooperate with other structural units of the university to meet the educational and social needs of students with disabilities.

4.1.6. To organize training and seminars for teachers for their professional development in inclusion.

4.1.7. To implement activities supporting students’ social integration.

  1. Organization of the Center’s Activities

5.1. The activities of the Center are managed by a head appointed by the order of the Rector of MSU. The structure of the Center includes:

5.1.1. The Head of the Center manages its overall activities and carries out strategic planning.

5.1.2. Members of the Center include faculty members of the Department of Pedagogy and Psychology, psychologists, pedagogues, and other specialists providing special education support to students, particularly those experienced or engaged in inclusive education.

5.1.3. Students who contribute ideas on the implementation and development of inclusive education and actively participate in the Center’s activities may also be involved.

  1. Establishment and Liquidation of the Center

6.1. The Center is established and may be dissolved by the decision of the Scientific Council of MSU and by order of the Rector.

6.2. The number of staff positions of the Center is approved by the Rector of the University.
