Mingachevir State University and the Economic Scientific Research Institute Sign Memorandum to Strengthen Research Impact and International Cooperation

On July 23, 2026, a Memorandum of Cooperation was signed between Mingachevir State University and the Economic Scientific Research Institute within the framework of the 4th International Congress of Scientific Research held in Shusha.

The document was signed by Anar Eminov, Rector of Mingachevir State University, and Shahin Sadigov, Chairman of the Board of the Economic Scientific Research Institute.

The Memorandum provides for the establishment of long-term and mutually beneficial cooperation in economics, socio-economic and regional development, innovation, digital transformation, human capital development, and the training of scientific personnel. Under the agreement, the academic and research potential of Mingachevir State University will be combined with the Institute’s research, analytical, and expert capabilities, while the development of joint projects, the practical application of scientific results, and knowledge exchange will be promoted.

The cooperation is expected to include fundamental and applied research, economic modelling and forecasting, artificial intelligence, green and digital economy initiatives, the preparation of analytical materials on the socio-economic development of Karabakh and Eastern Zangezur, as well as joint scientific publications and international projects. The involvement of master’s and doctoral students and young researchers in scientific activities, along with the expansion of internship, mentoring, and professional development opportunities, are also among the key areas of cooperation.

During discussions held within the framework of the congress, agreements were also reached on expanding joint scientific activities with I. Razzakov Kyrgyz State Technical University, establishing international research groups, and preparing joint project proposals and grant applications in line with the cooperation areas defined by the Memorandum.

The parties emphasized the importance of cooperation in increasing the number and quality of international scientific publications, presenting research findings on global academic platforms, and strengthening the University’s position in international rankings through the exchange of institutional data and best practices.

The signed Memorandum will create new opportunities for developing the research environment at Mingachevir State University, expanding international scientific partnerships, and advancing university–research institute cooperation through concrete projects.
