On July 23, 2026, the opening ceremony of the 4th International Congress of Scientific Research, co-organized by Mingachevir State University, was held in the city of Shusha.
The conference, running from July 23 to 25, is being held in a hybrid format with the joint organization of the Economic Scientific Research Institute under the Ministry of Economy of the Republic of Azerbaijan, Mingachevir State University, Nakhchivan State University, I. Razzakov Kyrgyz State Technical University, the Scientific Research Institute of Economic Studies at UNEC, and the IKSAD Institute.
Alongside Azerbaijan, the conference brings together researchers from Türkiye, Kazakhstan, Kyrgyzstan, Poland, Italy, Latvia, Iran, Saudi Arabia, Kosovo, Nigeria, Russia, the United States, Albania, and China.
The opening ceremony began with the National Anthem of the Republic of Azerbaijan and the National Anthem of the Republic of Türkiye. The cherished memory of the martyrs who sacrificed their lives for the freedom, independence, and territorial integrity of their countries was then honored with a minute of silence.
The first opening address was delivered by Shahin Sadigov, Chairman of the Board of the Economic Scientific Research Institute. He emphasized that bringing together researchers representing different countries and fields of science in Shusha was significant for expanding international scientific cooperation, establishing new research networks, and facilitating the exchange of scientific findings.
In his speech, Anar Eminov, Rector of Mingachevir State University, stated that modern universities should not limit themselves to teaching activities but should develop into centers of research and cooperation that provide evidence-based solutions to regional and global challenges. The Rector noted that international conferences create favorable opportunities to expand researchers’ academic networks, develop joint scientific projects, increase the number of co-authored publications, and strengthen knowledge exchange between universities.
Anar Eminov highlighted the particular importance of the conference in presenting new scientific approaches to the socio-economic development of Karabakh and Eastern Zangezur, digital transformation, human capital, the green economy, innovation, artificial intelligence, and other priority areas. He also stressed the importance of linking scientific research with real economic and social processes, exploring the practical application of research outcomes, and integrating young researchers into the international academic environment.
Mustafa Latif Ekmek, Director General of the IKSAD Institute, then addressed the conference participants through a video message. He greeted the organizers and researchers, wished the conference every success, and expressed his confidence that the event would contribute to the development of academic relations between countries and research communities.
Chinara Asanbekova, Senior Specialist at the Academic Mobility Department of I. Razzakov Kyrgyz State Technical University, also welcomed the conference participants. She highlighted the importance of such platforms in expanding international relations, academic mobility, and joint scientific initiatives between higher education institutions.
Alvan Jafarov, Director General of IKSAD Azerbaijan, subsequently provided detailed information about the purpose and program of the event, the geographical representation of its participants, the scientific papers to be presented, and the organization of the parallel sessions.
Following the opening addresses, the conference continued with plenary presentations. Professor Arzu Huseynova, First Deputy Chairperson of the Board of the Economic Scientific Research Institute, delivered a presentation titled “The Mechanism for Transforming Digital Transformation into Economic Outcomes in Azerbaijan.”
Professor Shafa Aliyev of Sumgayit State University, Head of the UNEC Karabakh Economic Research Center, presented on “Strategic Aspects of Economic Development in Karabakh.”
After the plenary presentations, the congress continued with parallel sessions. Papers were presented in the fields of economics, education, engineering, information technologies, digital transformation, artificial intelligence, ecology, tourism, energy, healthcare, history, linguistics, literature, and social sciences.
Representatives of Mingachevir State University are also presenting their research findings across various scientific fields. The topics covered by MSU researchers include skills development in the digital labor market, artificial intelligence readiness and employability, machine-learning and deep-learning methods, the hydrometeorological characteristics of the mountainous area of Shusha, mobile management systems, industrial safety, literary heritage, and the assessment of learning outcomes.
Bringing together scholars from universities, research institutes, and other academic institutions across different countries provides an opportunity to present research findings for international discussion, promote interdisciplinary cooperation, and identify new partnership opportunities.
The congress aligns with Mingachevir State University’s ongoing efforts to expand its international scientific relations, increase the visibility of its research, and strengthen its participation in global academic cooperation networks.
The parallel sessions of the 4th International Congress of Scientific Research, which commenced on July 23, will continue until July 25.
