On November 12, 2025, Mingachevir State University and the Mingachevir City Executive Authority jointly organized a scientific-practical conference titled “National Leader Heydar Aliyev is the Author of the Constitution of Independent Azerbaijan” within the framework of the “Year of the Constitution and Sovereignty.”

For the first time, Parvin Guliyev, Prosecutor of Mingachevir City and Senior Counselor of Justice, participated in the conference as a speaker alongside heads of the city’s judicial and law enforcement bodies.

In his presentation titled “The Constitution of the Republic of Azerbaijan Authored by the Great Leader is the Guarantor of Citizens’ Rights and Freedoms,” Parvin Guliyev stated that the Constitution adopted in 1995 became a turning point in the establishment of an independent state. He noted that the document formed a solid foundation for legal stability, principles of governance, and the protection of citizens’ rights.

Parvin Guliyev emphasized that the Constitution laid the foundation for a free, democratic, and law-based state, and that 57 of its 158 articles are dedicated to human rights and freedoms. In his speech, he also highlighted that the principle of territorial integrity enshrined in Article 11 was ensured under the leadership of Victorious Commander-in-Chief Ilham Aliyev.

He stressed the important role of law enforcement bodies in protecting constitutional principles and ensuring citizens’ rights, as well as the significance of joint educational activities with universities in this direction.

It should be noted that this conference held at Mingachevir State University was one of a series of events organized within the framework of the “Year of the Constitution and Sovereignty.” The prosecutor’s presentation attracted great interest in terms of increasing legal awareness among young people and fostering respect for constitutional values.
