On September 28, 2026, a Memorandum of Cooperation establishing the foundation for strategic partnership and joint activities was signed between Mingachevir State University (MSU) and the Azerbaijan Land Transport Agency (AYNA).

Signed by Anar Eminov, Rector of MSU, and Anar Rzayev, Chairman of the Board of AYNA, the document aims to deepen integration between the higher education institution and the leading state agency in the fields of education, scientific research, digitalization, and sustainable development.

This strategic partnership fully aligns with MSU’s priorities of environmental protection, a “green campus,” and the formation of an ecologically sustainable ecosystem. Within the framework of the “Green Transport” concept, the parties aim to implement joint projects, conduct regular monitoring to reduce carbon emissions, and develop scientifically grounded proposals to increase environmental efficiency. These steps will make a significant contribution to collective efforts against climate change at both regional and global levels and minimize negative environmental impacts.

The memorandum creates opportunities for integrating students’ theoretical knowledge with modern production and management processes, as well as developing them into competitive professionals in line with labor market demands. Within the partnership, leading specialists from AYNA are expected to deliver guest lectures, specialized seminars, and practical training at MSU.

At the same time, plans include studying the latest technologies in the fields of highway, bridge, and tunnel construction, road transport infrastructure, and modern road network design, as well as conducting joint research on public transport integration and route optimization. These areas will enhance the quality of education and training at the university and boost graduates’ employment rates, thereby further strengthening its academic reputation.

As a vivid example of university-industry collaboration, MSU students and young researchers will be involved in AYNA’s digital projects and innovative initiatives. Through artificial intelligence technologies and Big Data analysis, the parties will carry out joint scientific and practical work on forecasting and optimizing passenger traffic in public transport. Conducting socio-sociological research aimed at public transport safety, improving service quality, and measuring passenger satisfaction is also an important component of the partnership.

It should be noted that this partnership is another successful step toward MSU becoming a regional innovation center, deeply integrating sustainable development principles into its educational and research processes, and further strengthening its position in international ranking systems.
