Psychological Health and Sustainable Well-being Center

  1. General Provisions

1.1. The Psychological Health and Sustainable Well-Being Center of Mingachevir State University (hereinafter referred to as “the Center”) defines its areas of activity, duties, rights, and organizational procedures within the framework of the authority granted by these Regulations.

1.2. The Center operates with the aim of improving the academic performance of students at MSU, creating a safe and healthy environment at the university, and supporting the moral and psychological well-being of both staff and students.

1.3. In its activities, the Center is guided by the Constitution of the Republic of Azerbaijan, the Decree of the President of the Republic of Azerbaijan on the implementation of the Law “On Psychological Assistance” dated December 7, 2018 (No. 1385-VQ), the Resolution of the Cabinet of Ministers of the Republic of Azerbaijan dated April 30, 2020 (No. 157) on the approval of the “Rules for the Organization of Psychological Services in Educational Institutions,” the relevant regulations of the Ministry of Science and Education of the Republic of Azerbaijan, the Charter of MSU, and these Regulations.

1.4. The Center provides applicants (students and staff of MSU) with free-of-charge services based on confidentiality and voluntariness, including initial assessment and subsequent consultation (psychological and psycho-pedagogical support) based on diagnosis.

  1. Main Areas of Activity of Psychological Services

2.1. The main areas of activity of the psychological service are as follows:

2.1.1. Within the framework of psychological awareness, implementing comprehensive measures aimed at informing educational institution leaders, teaching staff, parents, or other legal representatives about psychological services and meeting their needs for psychological knowledge;

2.1.2. Within the framework of psychological assessment, carrying out systematic measures to study students’ learning interests, learning characteristics, individual psychological traits, potential in the educational process, attitudes towards education and societal events, tendencies and interests, as well as identifying the causes of difficulties arising in their education, upbringing, and socialization;

2.1.3. Within the framework of psychological prevention, taking preventive measures to identify and eliminate difficulties observed in students’ psychological condition, adaptation to the educational environment and collective, and interpersonal relationships, and preparing relevant recommendations;

2.1.4. Within the framework of psychological consultation, ensuring awareness of the role and importance of psychological services in students’ development and moral upbringing; providing necessary advice to parents or legal representatives, university administration, and teaching staff regarding emotional development; and assisting through group and individual consultations in self-awareness, adequate self-assessment, social adaptation, and coping with crisis situations.

2.2. Measures are implemented to promote positive attitudes towards persons with disabilities among fellow students and others interacting with them; to guide parents or legal representatives in preparing students with disabilities for independent living; to support teaching staff responsible for their education in managing undesirable behavior; and to develop students’ problem-solving and social skills, enhance logical and creative thinking, prevent risky behavior and harmful habits, and improve the social skills of socially maladapted students.

  1. Rights of the Center

3.1. The Center has the following rights to fulfill its duties:

3.1.1. To organize the necessary conditions and environment for the implementation of psychological services;

3.1.2. To ensure that the Center’s specialists regularly participate in professional development courses, as well as in national and international conferences, symposiums, and trainings;

3.1.3. To submit proposals to the administration regarding the recruitment of new employees or the dismissal of existing staff;

3.1.4. To promote psychological knowledge through lectures, interviews, and public speeches; to organize meetings with nationally and internationally recognized psychologists; and to publish articles summarizing professional experience in scientific and popular journals, newspapers, etc.

  1. Organization of the Center’s Activities

4.1. The organization of the Center’s activities is carried out by a director appointed by the order of the Rector of MSU.

  1. Establishment and Dissolution of the Center

5.1. The Center is established and dissolved based on the decision of the Academic Council of MSU and by order of the Rector.
