Mingachevir State University to Launch a Three-Month Training Programme to Improve Access to Digital Services for the Local Community

Starting from April 24, 2025, Mingachevir State University (MSU) plans to implement a three-month training programme aimed at improving digital literacy among local community members, developing their skills in using electronic services, and expanding equal access to essential services.

The training programme, entitled “Access to Digital Services and Digital Literacy,” will be open to all interested individuals residing in Mingachevir and surrounding areas. The primary objective of the initiative is to facilitate the use of modern digital technologies, reduce barriers to accessing electronic services, and promote digital inclusion within the local community.

The three-month programme is designed to provide participants with theoretical knowledge and practical skills in the following key areas:

  • Access to Electronic Government Services: Using e-government platforms, digital application systems, obtaining electronic certificates and official documents, and accessing public services online.
  • Digital Education Opportunities: Using online learning platforms, accessing distance education resources, obtaining electronic learning materials, and developing digital learning skills.
  • Access to Electronic Library Services: Using digital library systems, searching for electronic books and academic resources, accessing open educational resources, and navigating electronic information databases.
  • Digital Security: Protecting personal information, practising safe internet use, managing online accounts, and ensuring information security in digital environments.

The training sessions are planned to be conducted in an interactive format, incorporating practical exercises and real-world applications. Participants will have opportunities to develop essential skills such as registering on electronic platforms, submitting online applications, accessing digital educational resources, and searching for information through electronic library systems.

One of the key features of the programme is its accessibility not only to university students and staff but also to all members of the local community. This inclusive approach aims to expand access to modern technologies for individuals from different age groups and socioeconomic backgrounds, particularly those who experience difficulties in using digital services.

Through this training programme, the University aims to make its educational and technological resources available to the local community, reduce the digital divide, and strengthen individuals’ ability to independently access essential electronic services in their daily lives.

The initiative forms part of Mingachevir State University’s broader commitment to social responsibility, lifelong learning, and community engagement. It is also aligned with the United Nations Sustainable Development Goals, particularly SDG 1 – No Poverty, SDG 4 – Quality Education, SDG 10 – Reduced Inequalities, and SDG 16 – Peace, Justice and Strong Institutions.

Mingachevir State University plans to continue implementing initiatives aimed at improving the local community’s access to essential services, strengthening digital competencies, and fostering the development of an inclusive digital society.
